Sounds like you need a Systems Engineering to do a Requirements Analysis of the organization. Questions can help drive the analysis, but a fundamental understanding of the organization is crucial. I agree that 'data' drive the organization, but the 'business processes' can help us to structure the data and provide better answers. So I agree with your analysis!
